New Brazilian Regulation to transmit Customs manifest information (Siscarga)

Siscarga is the new automated manifest system for Brazilian Customs. The system is designed to control the flow of cargo and vessels at Brazilian sea ports. 
Starting March 31st, 2008, transmissions must be made for importing, exporting, transshipping , transit and FROB (Freight Remaining On Board) cargo.
Carriers must declare cargo data via EDI (electronic data transmission) 48 hours prior to vessel arriving at the first Brazilian port of call and 18 hours prior to departing from each Brazilian Port of Loading for exports. 
NVOCC's (Non Vessel Operating Common Carrier)/Freight Forwarders must submit their own house bill information, whereas the carrier is not allowed to do this on their behalf.
Brazil Customs will announce timing rules for short sailings in the near future. Changes made after the 48 hour mandatory transmission time are subject to fines (approximately $ 3,000 USD  per error) or other operational sanctions.
